Can the cell phone charger be used on the ship?

Mobile phone chargers can be used on the yachts. Phone charger for the car can be used and turned on into the 12-volt cigarette lighter on board. And standard European 220 V charger can only be used in certain ports or in marinas, when the boat is directly connected to the shore power.
